Hi there,

If you go to the MySQL manual (chapter 4.3.1) you'll see that GRANT ALL...
does not include the granting of privileges to others. So you must use
something like:

GRANT ALL [...] WITH GRANT OPTION;

The manual has also downloadable versions.
