Some months ago I had the same question and I looked at many different
Windows MySQL GUI clients.
The best one I know of is Mascon. They have a free version for download.

some problems with setting permisions with it, but that was an earlier

DBTools (http://dbtools.vila.bol.com.br) is totally free and full
functionality.
It works only for Windows platform and it has a lot of features including
Import Wizard to migrate data from other sources to mySQL.
