Could it be the firewall? You might want to open the port 3306 for
external access(or both). In my XP, I did this:
Firewall --> Advance--> Network Connection Settings -->Select Local Area
Connection --> Click Setting, then you might want to 'add...', from there
filling your IP, 3306 for both ports
