I was setting up mythbuntu 10.04 frontend for exporting recorded files.
I initiated this function during an initial setup of the frontend.

You mention the backend so you must be using storage group.
This can't be a regression that worked in 0.21, because storage groups
didn't exist until 0.22.
I just checked my system (mythvideo 1:0.24.0+fixes27204-0ubuntu0) and it
works, so it's not a regression at all.
