In that upstart file, there is no reason the backend shouldn't be
starting without network connectivity (as you can see from the start on
line, we're only depending on local-filesystems and udev-finish).
What do you have set in mythtv-setup for the IP address? Is it possible
that MySQL isn't start

This appears not to be resolved. A new bug( Bug #1038746 )was created,
sorry I couldn't see how to attach the data to this one.
I thought removing the errant libs had solved the problem but it appears
to have been coincidence.

That is not /etc/init/mythtv-backend.conf
Please look at /etc/init/mythtv-backend.conf (which is the upstart
script) and not /etc/init.d/mythtv-backend (which is the convenience
script for things that still try to do things the old way)
