After upgrading to 0.17 mythfilldatabase is not inserting data into
the database anymore. When running from the command line everything
seems to work fine except that at the very end it tells me that 0
replacements have been made.
I have tried changing the password of the mythtv user and made sure
--without-extra-tools --without-docs \

Yes, you might have forgotten to configure mysql to allow network connections.
Comment out a line that reads 'skip-networking' in the
/etc/mysql/my.cnf file on the backend system, and restart MySQL.
