You shouldn't have to enable any infrared settings in the kernel, since
lirc will provide all of the necessary modules. I do think, however,
you need to make sure I2C is enabled, so make sure that least that is.
Also, make sure when you compile lirc, you specify to compile in the
driver for Hauppa

I am also using gentoo, and I didn't have the kernel options either.
I had to compile the Lirc by hand being sure to select the haupage
driver.
Then I had to change the line in /etc/conf.d/lircd to the right
direction, I just found the right place
