Resending the same question after a few days is poor form. Not everyone reads the list everyday, so you wont always get an answer straight away, if at all. Not to mention this doesnt appear to be a Nagios issue on the surface.

You said it works from the command line... but as what user? Did you try command as the nagios user? Don't test it as root as you are less likely to spot any permission issues. The SMS spool directory needs to be writable by the user running sendsms.
