This can be done. first nagios 1.x used almost the same configuration
with old style templates you can check the contrib dir in the nagios
source and use
convertcfg.c compile it it will change your old style configuration to
new nagios configuration if you want to move from nagios 1.x to nag

You did not specified which windows you are using. i think there is a
problem with windows Vista (one of the betas had problem with cpu
monitoring). anyway if the plugin works ok this result is when your
CPU is idle i recoomand to run task manager and see if the cpu usage
is changing.

The best way to do it is to define service PING to this host with
check inteval 1 minute this way you will know almost immediatly when
the host is down. i would set the notification for few minutes later

Status and retention data is transient, it's only useful if you're
restarting a large install..
I would wipe it but keep it enabled in Nagios 2.x for future restarts.
