i had a service set up on an old box to do this; the event-handler for
the first notification was a command to restart a windows service and
then if it still come back broken, then it escalated into sending
emails.
you need (from memory) to set up a dummy contact with their
service_notification_c
Another good thing to check is that apache is in the nagios group.
Ie (from mine);
# cat /etc/group | grep nagios
