Trying to recreate the Oracle client within a plugin would probably be
more trouble than it's worth.
If all you want to know is if the database is listening, you can always
just do a TCP ch

I have found plugins that search for specific things -- like tablespace,
and archives, but nothing that will run a sql statement.
