Not surprising.. Ten years ago a vender pitched inserting referral cookies
when customers visted shopping sites. We ultimately convinced management
that collecting comissions in this manner wasn't the best of ideas.

You can allow asymmetric traffic on the Fortinet, but you lose some
functionality. Firewalls aren't routers and pretty much all of them
behave in the similar manner.
