Here's an NUnit v2 implementation based on one from the daily-snapshot
archive about 4 weeks ago, adds a
couple things including:
failifnotests
attribute--this allows for "querying" an assembly for tests and returning w/o
build-error if none (catches the NUNit NoTestFix
