On February 18, 1998, Tom Hansen, National Coordinator of the Mexico Solidarity Network, was expelled from Mexico. This action by immigration authorities was clearly illegal under Mexican law, and a federal district judge in Mexico City overturned the expulsion in August. In a 19 page decision, the judge cited the fact that an arrest warrant had never been issued for Hansen, and that he was expelled for "observation," an act which is not illegal under Mexican law. Shortly after the ruling, the judge was "re-assigned" to Durango. The Zedillo administration immediatly appealed, and a final ruling is expected by the end of February. One of the three judges that make up the appeal panel has already stated that she is opposed to initial decision and that she is under a great deal of pressure from immigration authorities to overturn the lower court's ruling. This is the first in a series of nearly 200 expulsions of human rights obeservers from Mexico to reach this point in the judicial process. The outcome will have an impact on all future cases. Please help to insure that justice is done by taking the following actions: - Organize a delegation of community leaders to visit your local Mexican consulate. - If you can't organize a delegation, call your local Mexican consulate with the same demand. - If you don't have a Mexican consulate, call the Embassy in Washington-DC at 202-728-1600. Demand that Mexico respect its own laws and uphold the lower court's decision allowing Hansen to return to Mexico.
