     Reserve must award work to band member

  A blockade of the main road to the Sandy Bay First Nation came down late 
yesterday when an on-reserve contractor received a promise of future work.

George Mousseau, of Un-Can Excavating, had blocked one of the lanes of the 
road with heavy equipment in protest of the band awarding work to 
off-reserve contractors.

"We have capable people living on the reserve," said Mousseau. "The band 
paid for a lot of men to get their Class 1 driver's licence and heavy 
equipment certificate. They should be put to work."

Mousseau's threat of a total blockade, beginning this morning, was lifted 
after a meeting with chief John Spence. "He's going to give us work. We're 
going to start working on the potholes (today)," said Mousseau, who started 
his company three years ago after working for the band as a heavy equipment 
operator for 12 years.

The reserve, about 150 kilometres from Winnipeg on the western shore of 
Lake Manitoba, is bankrupt and under co-management. Receiver Gary Julius 
said the recommendation to award work to off-reserve contractors was made 
by band staff.

"I asked who in the area was capable of doing the work," said Julius. "I 
had no idea (Mousseau) had the ability, or equipment, to do the work until 
he approached me last Thursday."

Preference will be given to on-reserve workers, said Julius, including a 
general road-maintenance contract to dig out the soft spots and to fill 
potholes.

"There will be no work done until we talk with George," said Julius.
