By luck, he was! He was caught breaking in to another house and still had
my stuff in his car.
Not sure why he stole this even. My first though was that it "looked
cool", however throwing it in to a sack and having it break seems like it

Your best bet could be to look for HP devices that mount 1970-0035 part:
that's the HP code for NL5441A. Basically: look eBay/marketplaces for HP
stuff with Nixies inside, then look up the service manual to see the parts
list.
