I have tried to backport this patch to V5.4 branch. You find it here:

This is not yet finished, but it may be a base for your work.
You should at least upgrade to V5.4.4, do not longer work with V5.4.2.1!

Hi,
I found the below entry in ChangeLog file for net-snmp version 5.7.2.
Make snmp_alarm_reset() use the monotonic clock. Fixes a bug introduced in
commit 37ba7e2.
