I was expecting the the snmp req to fail at the proxy agent if the
community string is incorrect. instead it is forwarding the req to the
device and the device responds.

It all depends on what is being reported by ssCpuRawSystem and friends. If this
is a total of physical CPUs then one obviously needs the number of physical
CPUs. If the sum is from logical CPUs then the calculcation are probably going
to be a lot harder.
