I had exactly the same problem with 5.3.0.1 under linux, and the fix is to

I used net-snmp version -5.2.1. Any idea
whether snmpd writes new auth & priv keys after snmpusm/changekey in to
snmpd.conf in 5.2.1 version? I found the new keys are not persisting in this
version.

Regarding memory I can confirm, after loading Cisco mib
my snmptrapd proc need 50 % more memory than before.
Startup time is double since then.
O.k. with both I can live. What's more important for me is
the difference in runtime.
