Have you considered compiling under cygwin?
Cygwin is a Linux emulation library that runs under Windows. Most Linux
software will compile under Cygwin and therefore run under Windows.
I currently run net-snmp on my Windows laptop this way.

Just installed a fresh copy of Ubuntu 12.0.4.3 (desktop) on a virtual machine,
downloaded net-snmp version 5.7.2 and when I run make, I get the following
errors:
