You answer your own question. The method of configuring notifications is defined by the SNMP specifications, and does not change from version to version. If you can send traps with 5.4.1, but not, using the same setup, with 5.3.1, then I can only surmise that 5.3.1 either cannot send traps or has great difficulty with them. Were I to test 5.3.1 to see if it can send traps, I would do just what you have done - bring it up with a known good configuration and try to send traps. It seems it fails that test. I would recommend against pinning yourself to OS distributed version - few OS projects do extensive testing on modules before distributing them. Please consider picking up the 5.4.1 RPM from the net-snmp downloads and using that - after all, you already know that it works...
