I don't know where you got that file, but "ExtUtilis" is not the correct
name for the module it should be loading. You should try a more recent
version of the package. In particular, I think you should try 5.6.rc1

I can only second Dave's suggestion to start with net-snmp 5.6.rc1 instead
which explicitely claims to support QNX6. Earlier versions don't.
