Read the AGENT.txt file in the main distribution directory (up one level from the agent/ directory).
Then go here: http://www.net-snmp.org/tutorial/tutorial-5/toolkit/index.html

When you finish the tutorial on the website above, you should have a clear idea where to start.
Most people will recommend the book: "Understanding SNMP MIBs"
