I first ran into that a couple of years ago.
There's a control you can add to firefox:
Name: print.postscript.cups.enabled
Status: user set
Type: boolean
Value: false
so firefox won't try to use cups even if it is installed but not active.

Since I don't know if this is NetBSD specific or not, but it is indeed a

FWIW, having to print a document accessible only from the Net, I
discovered that the "print..." related actions freeze firefox (60.0.1)
on my NetBSD 7.1.1_PATCH amd64.
