Simulate PCI SF ports. Allow user to create one or more PCI SF ports.
Examples:
echo "10 1" > /sys/bus/netdevsim/new_device
Add PCI PF port:
$ devlink port add netdevsim/netdevsim10 flavour pcipf pfnum 2
