As I understand it,the only purpose for the candidate and startup datastores is to indirectly set the contents of the running datastore. Therefore it wouldn't make sense to have different factory defaults for the running, startup and candidate datastores. And those are the only writable ones. J

I support this draft as a starting place for this work, but I would like to see some changes in the final solution: I think that having a datastore report the factory default configuration is good, and it is also right that this should be optional to implement, since some devices might not have
