Do you mean move it before the text starting with "Each specification ..". If
so, I don't think the flow would be OK as that text applies for all modules,
including 8791.

I think that you got the intent of that wording: leave room for judgement of
what merits to be called out there. I have personally a preference to maintain
the current wording, but I'm open to hear more opinions.
