Failure to follow on-page links

On this page and similar ones on the site http://www.rdtev.de/aktuelles.html the navigation links on the left work fine but the on-page links in the lower right hand pane (which scrolls) do not work. The layout is defined in the css file. There is no javascript. If you click on a local link NS
