is anyone interested in forming a workgroup to develop a proposal for

i have been having a hard time trying to explain the co

material,
please do not enclose the public domain when you digitize the material
that is already in public domain.
give the peers the freedom that you make use of when building on the
public domain and encourage them to build on

please mediate building a free/libre culture where everyone is an
artist. do not promote proprietary/permission/fan culture.
