A vlan device is like a virtual ethernet device.
So we reuse NMDeviceEthernet insead of creating another NMDeviceVlan,
and we add some special handling to detect vlan connections.

which is documented in /usr/share/doc/initscripts-*/sysconfig.txt
Ethernet 802.1q VLAN items:

Initscripts use the device name for VLAN devices.
