look in your inetd.conf, is located on /etc
and make sure that telnet stream tcp blabla is not commented out.
exemple:
# These are standard services.
#
ftp stream tcp nowait root/usr/sbin/tcpd in.ftpd -l -a
telnet stream tcp nowait root/usr/sbin/tcpd in.telnetd
