/etc/init.d/mysql stop
/etc/init.d/mysql start
and then type mysql in the console

You need to have mysql running in the first place.
You can either:
Go to Mandrake Control Centre, ---> Services ---> and turn Mysql on or
you can type:
/etc/init.d/mysql start
in the console.
