When the queue overflows, it goes by sorting order.  The collating sequence
for that sorting is dependent on the locale of the machine doing the sorting

Example

locale = en

aAbBcC......zZ

locale = POSIX

A..Z a..z

When really large overflows occurred last year people discovered that if they sent the 
emails to like COOker it would post really fast and it might take days for cooker.

And as you can see--we are switching loads around because there are hardware problems
occurring.
