First let me correct an error on my part ,Bookmarks is just that,no ldif 
appendage which is my boob of the week , of course the ldif is
the Netscape  addressbook.ldif , but Bookmarks is just Bookmarks.

Since I don't have Netscape installed , I have no Netscape directory.

OK mine is in homeuser/.kde/share/apps/konqueror/bookmarks.XML
So I changed my netscape bookmark file to bookmarks.XML
and copied to same directory, saying yes to overwrite.
In reality it creates another file bookmark.xml(note lowercase)
so I deleted the original booksmark.XML,but it made
no difference it merely recreates it, and nedless to say there
is no bookmark list in konqueror.

BUT, further thoughts, and yes I cracked it.

Instead of trying to make the bookmark file look like a konqueror file

I merely created a fake /.netscape directory in home user,
and renamed bookmaks to bookmark.html(which it must be)
and copied it to the fake directory :-
/directoryhomeuser/.netscape/bookmarks.html
Then went to 
konqueror-Bookmarks-Editbookmarks-File-import Netscape Bookmarks
(which is no longer grayed over)- as new folder,
and yes it's now there to be used.
