have a look in /home/some-user/.kde/share/config/kpersonalizerrc

and see if first login reads false.  it may also be in kde3 but i believe 
3.0.1 is just kde.  don't quote me.  

if it isn't there at all or is empty try a copy from 
/opt/kde3/share/config/kpersonalizerrc

very odd, but you can always try again with another tool.  try netconf in 
configuration > networking.  there is always hope!  :)
