i have installed the following packages properly:
libqt3-3.1.1-13mdk.i586.rpm
libqt3-common-3.1.1-13mdk.i586.rpm
libqt3-devel-3.1.1-13mdk.i586.rpm


I had problems with locations of Qt files some time back - Mandrake stores them in a different place to RH. Check they are really in the paths you specified; if not try rpm -ql on your packeages to find where they are.
