Its probably a case of HP wanting to give people that ask PC's without windows. So to stop M$ getting upset, they are offering mandrake, they are probably getting it for a couple of dollars a pop.. and its better then offering freedos on a disk. (more useful in their minds I guess.)
It aint much, but its something.. I think the inroads will come when a couple of the big HW vendors get together and realise that they are being extorted into offering windows on everything.. and if they were to sue M$ for it.. they might get some leeway.. if all the big guys out there were in on it.. M$ wounldn't dream of "not selling" them windows.. they'd lose money and market share if they did. It might be done with smaller, more flexible "start ups", but the big dogs - Dell, HP and the lot - are all butt-buddies with M$ and it would take more than a gigantic crowbar to get'em apart. (Sorry for the colourful metaphor) Projects like "The Microsoft Refund" help to make inroads in this arena...and hopefully, with more momentum, the day will come to pass where the computer systems are sold specifically with OS options.
