[newbie] allow users to halt from comman line

How do you allow users to halt from the command line? I've seen the click box a million times, but now i can't find it! Or, where is the config file? I just did a fairly minimal install on a box with ML 10.0, and it doesn't allow user halt by default. I get the feeling i saw it in the graphical

How do you allow users to halt from the command line? See 'man sudoers' I did that and it didn't work, but i realized later that i don't know if some service has to be restarted for it to take effect. I'll try that machine tonite and see if it now works. There's some other way, though,
