I usually use urpmi with the --noclean option so that I have a copy of everything I
have installed, but sometimes I forget or sometimes I use rpmdrake.
Is there a way I can enable the --noclean option permanently?

You can set the global options in /etc/urpmi/urpmi.cfg and they should
always be used. Cleaning options are set with global booleans.
