In LM8.2 I have installed:
[frans@amd frans]$ rpm -qf /usr/share/aclocal
automake-1.4-20.p5.mdk
[frans@amd frans]$ rpm -qf /usr/share/autoconf
autoconf-2.13-11mdk
[frans@amd frans]$

So you must install some .rpm packages. Software Manager not only installs
packages but also has a nice search feature and takes care of dependencies.
