CONSTITUTIVE SESSION OF MONTENEGRO'S PARLIAMENT
FILIP VUJANOVIC NEW SPEAKER OF THE PARLIAMENT

Podgorica - The Montenegrin Parliament nominated the recent Prime
Minister, Filip Vujanovic, its Speaker at yesterday's constitutive
session. It also confirmed the seats to the newly appointed
representatives.

After taking his vow, Vujanovic reminded that there were now 20
legislative projects in the parliamentary procedure, and that it was the
Parliament's primary duty to adopt them as soon as possible.

It is necessary to see what it is in those laws that ought to be changed
in cooperation with foreign experts, in order to reach the standards in
the scale of norms that would draw Montenegro closer to the European
Union (EU) - Vujanovic said.

CHRISTINA GALLACH ANNOUNCED:
SOLANA IN CONTACT BOTH WITH PODGORICA AND BELGRADE

Podgorica - According to Tanjug Agency, the Spokesperson of High
representative of the European Union (EU) Javier Solana, Christina
Gallach, has not excluded the possibility of Javier Solana`s new visit
to Belgrade and Podgorica in order to encourage passing of the
Constitutional Charter of the future state union of Serbia and
Montenegro.

Gallach also said that Solana would not visit Belgrade and Podgorica in
the near future, but that he was in permanent contact with the leaders
of both Serbia and Montenegro.

REACTIONS OF MONTENEGRO'S OFFICIALS TO THE INTERRUPTION OF THE
CONSTITUTIONAL COMMISSION'S WORK: THE ADOPTION OF THE CHARTER - A
PRECONDITION FOR JOINING THE COUNCIL OF EUROPE

Podgorica - Montenegrin Parliament's Speaker Filip Vujanovic said after
yesterday's Parliament's session that the constitutional charter ought
to be adopted as soon as possible so that the Federal and Parliaments of
Serbia Montenegro might begin with its adoption.

Vujanovic pointed out that that it was a necessary precondition for the
state's accession into the Council of Europe (CoE) and for its
integration into the European Union. He also expressed his regret about
the Constitutional Commission's unsuccessful termination of this phase
of the work.

The Federal Parliament's representatives are obviously creating
obstacles to the adoption of the charter - said the Spokesman of the
Democratic Party of Socialists (DPS), Igor Luksic. His conclusion about
such obstructions was that they were motivated by some narrow-partisan
interests, which was causing much harm to the citizens of both Serbia
and Montenegro.

Luksic added that the Charter draft text was now to be harmonized among
the member states and be presented to the Parliaments for adoption.

KONSTITUTIVNA SJEDNICA SKUPSTINE CRNE GORE
FILIP VUJANOVIC -PREDSJEDNIK PARLAMENTA

Podgorica - Skupstina Crne Gore izabrala je juce na konstitutivnoj
sjednici za predsjednika Parlamenta Filipa Vujanovica, dosadasnjeg
predsjednika Vlade i potvrdila mandate novoizabranim poslanicima.

Vujanovic je nakon polaganja zakletve podsjetio da se u skupstinskoj
proceduri sada nalazi 20 zakonskih projekata, sto ce biti primarna
obaveza parlamenta da ih sto prije usvoji.

Neophodno je vidjeti sta u tim zakonima treba mijenjati u saradnji sa
inostranim ekspertima, kako bi u normativi dostigli one standarde koji
ce Crnu Goru pribliziti Evropskoj uniji (EU) - kazao je Vujanovic.


KRISTINA GALJAK IZJAVILA:
SOLANA U KONTAKTU SA PODGORICOM I BEOGRADOM

Podgorica - Portparol Visokog predstavnika Evropske unije (EU) Kristina
Galjak, prema pisanju agencije Tanjug, nije iskljucila mogucnost da
Havijer Solana ponovo posjeti Beograd i Podgoricu, kako bi ohrabrio
donosenje Ustavne povelje buduce zajednice Srbije i Crne Gore.

Galjakova je rekla da Solana nece uskoro doci u Beograd ili Podgoricu,
ali da je u stalnom kontaktu sa liderima u Srbiji i Crnoj Gori.

REAGOVANJA CRNOGORSKIH ZVANICNIKA NA PREKID RADA USTAVNE KOMISIJE:
USVAJANJE POVELJE - USLOV ZA ULAZAK U SAVJET EVROPE

Podgorica - Predsjednik crnogorskog Parlamenta Filip Vujanovic je, nakon
jucerasnjeg zasijedanja Parlamenta, rekao da Ustavnu povelju treba sto
prije usvojiti kako bi parlamenti Srbije, Crne Gore i Savezni parlament
poceli sa njenom primjenom.

Vujanovic je istakao da je to neophodan uslov za ulazak u Savjet Evrope
i integrisanje u Evropsku Uniju i izrazio zaljenje sto je Ustavna
komisija ovu fazu rada zavrsila neuspjesno.

Predstavnici Saveznog parlamenta otvoreno blokiraju rad na Povelji -
izjavio je portparol Demokratske partije socijalista (DPS) Igor
Luksic,zakljucivsi da je to motivisano uskostranackim interesima, a na
stetu gradjana i Srbije i Crne Gore.

Luksic je rekao da tekst Povelje sada treba usaglasiti na nivou drzava
clanica i uputiti ga parlamentima na usvajanje.


CRNOGORSKI MINISTAR FINANSIJA MIROSLAV IVANISEVIC:
NASTAVAK RAZGOVORA OVE ILI NAREDNE SEDMICE

Podgorica - Vlade Srbije i Crne Gore ce, ove ili naredne sedmice,
nastaviti razgovore o harmonizaciji ekonomskih odnosa, bez obzira na
jucerasnji neuspjeh Ustavne komisije - rekao je crnogorski ministar
finansija Miroslav Ivanisevic.

On je ocijenio da su vlade do sada kvalitetno saradjivale, zbog cega
ocekuje da ce tako biti i ubuduce.


POVODOM PREDLOGA DA MILO DJUKANOVIC BUDE PREDSJEDNIK VLADE CRNE GORE
OCJENA ANALITICARA POZITIVNE

Podgorica - Najavljeni izbor aktuelnog predsjednika Republike Mila
Djukanovica za premijera je pokazatelj da ce Crna Gora krenuti pravim
putem - ocjena je profesora Ekonomskog fakulteta u Podgorici Milivoja
Radovica.

Predlaganje Djukanovica za predsjednika Vlade znak je ozbiljnih namjera
da se krene sa reformama i poboljsanjem ekonomske, socijalne i privredne
situacije u Crnoj Gori - misljenje je direktora Centra za medjunarodne
studije Milenka Popovica.

Direktor Centra za tranziciju Nebojsa Medojevic je izjavio za podgoricku
"Pobjedu" da se konkretna ocjena izbora Djukanovica moze dati nakon
objavljivanja programa mandatara Vlade.
