THIRD ROUND OF SESSIONS OF CONSTITUTIONAL SUBCOMMISSION
NO AGREEMENT ON KEY SOLUTIONS

Podgorica - A nine-member subcommission of the Constitutional commission
for drafting the constitutional charter of the future state union of
Serbia and Montenegro will proceed with the third round of several-day
consecutive sessions in Podgorica today.

According to reports of Podgorica media, today's working schedule will
deal with establishing solutions regarding human rights. After that,
economic relations will be discussed. There is still no agreement on key
solutions - quotes Podgorica daily newspaper "Vijesti".

The organization of jurisdiction of the union's Parliament, the manner
of nominating federal legislators and the manner of making decisions,
different views of Montenegro's and Serbia's part have not been changed
and they are stated as alternatives - writes "Vijesti".

Montenegro's team of constitutional experts for economic, military and
human rights area was joined by Washington University Professor Paul
Williams - quotes "Vijesti". They also say that the two teams`
representatives in the subcommission will most probably draft a
Montenegrin and a Serbian version of the constitutional charter.

MONTENEGRO'S PARLIAMENT
DISCUSSION ON SHORTENING THE PARLIAMENT'S MANDATE

Podgorica - New session of Montenegro's Parliament with almost 20 items
on the working schedule is expected to begin today.

According to Podgorica media announcement, the representatives will most
probably reach a unanimous decision on shortening this Parliament
session's mandate in order to create conditions for scheduling early
parliamentary elections on 6th October.

According an announcement of the Liberal Alliance of Montenegro (LSCG),
the Parliament will discuss in an urgent procedure the Party's
legislative proposals regarding changes in the Public Information Law
and the nomination of committee members and legislators. The proposals
also dealt with a change in presenting the pre-electoral campaign in
state and private media, which was severely criticized by Montenegro's
journalist associations.

Representatives will also discuss the Government's proposals on the Law
on local self-management and on mayor nomination, as well as on changes
in the Law on value added tax, the Customs Law and the Law on Companies
established under special terms.




CHIEF OF MONTENEGRO'S MISSION IN ITALY LJUBISA PEROVIC:
THERE IS STILL NO RESPONSE FROM ITALY

Podgorica - Montenegro's judicial organs have asked on several occasions
to meet with their colleagues from Italian administration of justice,
but there is still no response - said Chief of Montenegro's Mission in
Italy Ljubisa Perovic in his interview to Podgorica Agency MINA.

Due to a traffic jam on the road from Rome to Bari, I failed to be there
for a meeting with the state prosecutor from Puglia, Mr. Giuseppe
Scelsi, scheduled for the June 11th morning - Perovic said. He also said
that later he proposed the meeting of representatives of Montenegrin and
Italian administration of justice to Mr. Scelsi.

The written request of Montenegro's part to meet with representatives of
Italian administration of justice has been forwarded to Italian Ministry
of Justice, but so far we have received no response - concluded Perovic.

CHANGE IN ITALIAN CONSULATE IN BAR
VALENTINA SETTA INSTEAD OF AMADUZZI

Podgorica - New general consul in Montenegro from 1st September will be
Valentina Setta, one of junior diplomats in Italian Ministry of Foreign
Affairs - quotes Podgorica "Vijesti".

The current consul of Italy, Gherardo Amaduzzi, will take over new
duties, but until the end of the month he will keep on performing his
duties of a consul in the Consulate in Bar.

Valentina Setta will be the third Italian consul in Montenegro. The
first consul in Bar was Stefano Mistretta.

POCINJE TRECA RUNDA SASTANKA USTAVNE PODKOMISIJE
DOGOVORA OKO KLJUCNIH RJESENJA - NEMA NA VIDIKU

Podgorica - Devetoclana podkomisija Ustavne komisije za pisanje ustavne
povelje buduce drzavne zajednice Srbije i Crne Gore danas ce u Podgorici
nastaviti trecu rundu visednevnih uzastopnih sastanaka.

Prema pisanju podgorickih medija, na dnevnom redu je utvrdjivanje
rjesenja za oblasti ljudskih prava, nakon cega ce se preci na ekonomske
odnose. Dogovora oko kljucnih rjesenja nema na vidiku - konstatuje
podgoricki nezavisni dnevnik "Vijesti".

Uredjenje nadleznosti skupstine zajednice, nacin izbora saveznih
poslanika i nacin odlucivanja,  razlicita vidjenja crnogorske i srpske
strane nijesu pomjerena i navedena su u vidu alternativa - konstatuju
"Vijesti".

Crnogorskom timu ustavnih strucnjaka za ekonomsku, vojnu i oblast
ljudskih prava prikljucio se profesor na Univerzitetu u Vasingtonu Pol
Vilijams - saznaju "Vijesti", navodeci da ce predstavnici dvije strane u
podkomisiji najvjerovatnije pripremiti crnogorsku i srpsku verziju
ustavne povelje.


SKUPSTINA CRNE GORE
RASPRAVA I O SKRACENJU MANDATA PARLAMENTA

Podgorica - Novo zasijedanje Skupstine Crne Gore sa skoro 20 tacaka
dnevnog reda pocinje danas.

Prema najavi podgorickih medija krajem mjeseca, poslanici ce vjerovatno
jednoglasno donijeti odluku o skracenju mandata ovom sazivu parlamenta,
kako bi se stvorili uslovi za raspisivanje vnarednih parlamentarnih
izbora za 6. oktobar.

Skupstina ce, kako je najavljeno, iz Liberalnog saveza Crne Gore (LSCG),
po hitnom postupku razmatrati zakonske predloge te stranke o izmjenama
Zakona o javnom informisanju i izboru odbornika i poslanika, te o
pracenju predizborne kampanje u drzavnim i privatnim medijima, koji su
naisli na ostru osudu crnogorskih novinarskih asocijacija.

Poslanici ce takodje razmatrati vladine predloge Zakona o lokalnoj
samoupravi i izboru predsjednika opstine, te izmjene zakona o porezu na
dodatu vrijednost, carinskog i Zakona o kompanijama, koje se osnivaju po
posebnim uslovima.


SEF CRNOGORSKE MISIJE U ITALIJI LJUBISA PEROVIC:
JOS NEMA ODGOVORA IZ ITALIJE

Podgorica - Crnogorski pravosudni organi u vise navrata trazili su
susret sa kolegama iz italijanskog pravosudja i jos nijesu dobili
nikakav odgovor - izjavio je sef crnogorske misije u Italiji Ljubisa
Perovic za podgoricku agenciju MINA.

Na ugovoreni sastanak sa Drzavnim tuziocem Pulje Djuzepeom Selzijem
zakazan za 11. jun, prije podne, nijesam uspio da doputujem iz Rima zbog
guzve na putu Rim-Bari - rekao je Perovic, dodajuci da je Selziju nakon
toga predlozio da se sretnu predstavnici crnogorskog i italijanskog
pravosudja.

Pismeni zahtjev crnogorske strane za sastanak predstavnika pravosudnih
organa je proslijedjen italijnaskom Ministarstvu pravde, ali odgovora do
sada nije bilo - zakljucio je Perovic.

PROMJENA U KONZULATU ITALIJE U BARU
VALENTINA SETA UMJESTO AMADUCIJA

Podgorica - Novi generalni konzul u Crnoj Gori od 1. septembra bice
Valentina Seta, jedan od mladjih diplomata u italijanskom Ministarstvu
inostranih poslova - pisu podgoricke "Vijesti".

Dosadasnji konzul Italije Gerardo Amaduci odlazi na nove duznosti, a
svoje poslove u Konzulatu u Baru obavljace do kraja ovog mjeseca.

Valentina Seta ce biti treci po redu italijanski konzul u Crnoj Gori.
Prvi mandat u Konzulatu u Baru odradio je Stefano Mistreta.

OSNIVANJE ITALIJANSKOG CENTRA ZA KULTURU U PODGORICI
ITALIJANI HOCE SARADNJU SA CRNOGORSKIM UNIVERZITETOM

Podgorica - U okviru aktivnosti spoljne politike italijanske Vlade
planirano je i osnivanje i opremanje Univerzitetskog centra italijanske
kulture u Podgorici - najavio je rektor Univerziteta u Bariju Djovani
Djirone, na sastanaku Paritetne komisije za saradnju Univerziteta Crne
Gore i Univerziteta u Bariju odrzanom nedavno u Kotoru.

Uskoro cemo u Bariju otvoriti profesorski dom i stanove za boravak
studenata iz istocnih zemalja, a narocito iz Crne Gore, s namjerom da
crnogroske studente ukljucimo u saradnju sa svim puljeskim
univerzitetima - rekao je Djirone.

Ideja o otvaranju Univerzitetskog centra italijanske kulture u
Podgorici, prema ocjeni crnogorskog ministra prosvjete Predraga
Ivanovica rezultat je dugogodisnje intenzivne saradnje dvije zemlje.
