MONTENEGRIN PARLIAMENT
NOMINATION OF A BOARD FOR DRAWING UP A CONSTITUTIONAL CHARTER
Podgorica - Parliamentary Committee for political system that has been
working in the past week on coordinating proposals regarding the
Belgrade Agreement, will meet today in order to establish the final text
of proposals.
The proposals will be discussed at the Parliament's session scheduled
for tomorrow, 23 April.
The session is also expected to deal with nomination of a multi-party
board for creating a Constitutional Charter of the new alliance of
Serbia and Montenegro.
VUJANOVIC ANNOUNCES NEGOTIATIONS ON NEW GOVERNMENT:

Podgorica - Montenegrin caretaker Prime Minister Filip Vujanovic said
yesterday that he would accept a possible offer of the President Milo
Djukanovic to be a mandator of a new republic government.
"Hard negotiations" with the Liberal Alliance (LS) on restructuring new
republic government are expected next week - said Vujanovic, adding that
it would be the best if the LS entered the Government.
Thus we would prove to the International Community that we have a stable
majority government, whose main goals are implementation of reforms,
application of the Agreement and preparation of referendum - Vujanovic
said.
He emphasized that LS, Democratic Party of Socialists (DPS) and Social
Democratic Party (SDP) had the same goal - realization of Montenegrin
statehood, which represents a solid basis for forming a new government.
DPS WHIP MIODRAG VUKOVIC:
FOR GOVERNMENT WITHOUT EARLY ELECTIONS
Podgorica - It is still early to talk about nomination of a new mandator
of Montenegrin Government, because talks between the three parties -
Democratic Party of Socialists (DPS), Social Democratic Party (SDP) and
Liberal Alliance (LS) - about forming a new Government are to take place
before that - said DPS Whip Miodrag Vukovic for Podgorica`s "Pobjeda".
He said that it was possible to form a Government made up of DPS and
SDP, backed by LS, just as it was until recently.
According to Vukovic, it would be the best to form a DPS, SDP and LS
shared Government, which would also include Albanian national parties
and which would have a majority parliamentary support.
In case there eventually happens to be no agreement, then the terms for
organizing early parliamentary elections, which are predicted by the
Constitution and the Law, will be initialized - said Vukovic.

IMENOVANJE KOMISIJE ZA IZRADU USTAVNE POVELJE
Podgorica-Skupstinski odbor za politicki sistem ,koji je minule sedmice
radio na usaglasavanju zakljucaka povodom Beogradskog sporazuma, sastace
se danas kako bi utvrdio konacan tekst zakljucaka.
Ti zakljucci ce biti razmatarani na sjednici Skupstine,koja je zakazana
za sjutra,23.aprila.
Na sjednici republickog Parlamenta ,ocekuje se i imenovanje
visestranacke komisije za izradu ustavne povelje nove drzavne zajednice
Crne Gore i Srbije.
VUJANOVIC NAJAVIO PREGOVORE O NOVOJ VLADI:
PRIHVATICU NOVU PONUDU DJUKANOVICA
Podgorica - Crnogorski premijer u ostavci Filip Vujanovic izjavio je
sinoc da ce prihvatiti eventualnu ponudu predsjednika Mila Djukanovica
da bude mandatar nove republicke vlade.
Naredne sedmice ocekuju se "teski pregovori" sa Liberalnim savezom (LS)
o prekomponovanju republicke vlade - rekao je Vujanovic, dodajuci da bi
bilo najbolje da LS udje u vladu.
Na taj nacin, Medjunarodnoj zajednici pokazali bi da u predstojece tri
godine imamo stabilnu vecinsku vladu, kojoj ce cilj biti implementacija
reformi, sprovodjenje Sporazuma i priprema referenduma - smatra
Vujanovic.
On je istakao da LS, Demokratska partija socijalista (DPS) i
Socijaldemokratska partija (SDP) imaju isti cilj - zaokruzivanje
drzavnosti Crne Gore i da to predstavlja dobru osnovu za formiranje nove
vlade.

ZA VLADU BEZ VANREDNIH IZBORA
Podgorica - Jos je rano govoriti o predlogu novog mandatara crnogorske
vlade, jer ce prije toga uslijediti razgovori izmedju tri partije -
Demokratske partije socijalista (DPS), Socijaldemokratske partije (SDP)
i Liberalnog saveza (LS) o zajednickom formiranju vlade - kazao je za
podgoricku "Pobjedu" sef poslanickog kluba DPS Miodrag Vukovic.
Vukovic je rekao da je moguce formiranje vlade DPS-a i SDP-a, koju ce
podrzati LS, kao sto je to i do sada bilo.
Prema ocjeni Vukovica, najbolje bi bilo da se formira vlada DPS-a, SDP-a
i LS-a, u kojoj bi participirale i albanske nacionalne stranke i koja bi
imala vecinsku parlamentarnu podrsku.
Ako do tog dogovora ne dodje, onda pocinju da teku rokovi predvidjeni
Ustavom i Zakonom za organizovanje vanrednih parlamentarnih izbora -
rekao je Vukovic.
