MONTENEGRIN PRESIDENT MILO DJUKANOVIC: WE SHALL BE DEVOTEDLY WORKING ON THE AGREEMENT IMPLEMENTATION
Podgorica -Under the existing conditions, the Belgrade Agreement represents a realistic compromise leaving space for eventual choices of Serbia and Montenegro to enter European integrations as internationally acknowledged states in three years` time - said Montenegrin President Milo Djukanovic in his interview to a Belgrade weekly newspaper "Svedok". We shall be devotedly working on the Agreement implementation, persuaded that time would acknowledge that our offer to Serbia was optimal for both Serbia and Montenegro - Djukanovic said. If Montenegro and Serbia go represented by their names at international institutions, there should be no reason not to express that by their respective symbols - said Djukanovic, emphasizing that Serbia and Montenegro, as member states, would have their own anthems and banners. PARLIAMENTARY COMMITTEE ESTABLISHED PROPOSALS ON BELGRADE AGREEMENT ALLIANCE OR UNION Podgorica - Committee for political system of Montenegrin Parliament established yesterday, after a several-day session, without legislators from Socialist People's Party (SNP) and without People's Party's (NS) agreement, proposals on the Agreement on initial basics for rearranging relations between Serbia and Montenegro, nominated by the ruling Democratic Party of Socialists (DPS). The offered proposals, which will today be discussed by Montenegrin Parliament legislators, also state that Serbia and Montenegro would make up a state alliance - a union, after freely and voluntarily reached decisions in Serbia's and Montenegro's Parliament. The unalienable right of self-determination stands as a basis of forming and preserving a state alliance - union of Serbia and Montenegro. Constitutional Charter, as the text reads, is to be adopted by the Parliaments of Montenegro and Serbia, then "submitted to and proclaimed by the Parliament of the Federal Republic of Yugoslavia (FRY)". A Social Democratic Party's (SDP) suggestion that proposals ensure a guarantee of the Montenegrin citizens` right to hold a referendum vote in March 2005 has also been adopted. The proposals imply that Montenegro and Serbia independently and with sovereignty conduct all duties within the framework of their authority and according to their Constitutions. TELEPHONE CONVERSATION BETWEEN SOLANA, DJUKANOVIC AND BULATOVIC SOLANA INSISTS ON THE AGREEMENT'S URGENT IMPLEMENTATION Podgorica - High Representative of the European Union (EU) Javier Solana asked yesterday Montenegrin President Milo Djukanovic and the opposition Socialist People's Party (SNP) leader Predrag Bulatovic to urge the implementation of the Montenegro-Serbia Agreement on restructuring of the joint state - write Podgorica`s media, citing well-informed circles in Brussels. In a telephone conversation with Djukanovic and Bulatovic, Solana pointed out the necessity of an urgent creation of a Constitutional Charter, emphasizing its importance for strengthening of regional security and introducing Serbia and Montenegro into EU. Having in mind the forthcoming Parliament sessions in Podgorica and Belgrade, Solana reminded that, according to the Agreement of 14 March, the Constitutional Board was obliged to discuss all open constitutional issues, prior to submitting the Charter draft to the Parliaments for adoption - said Solana`s spokeswoman Christina Gayak. The Brussels officials emphasized that Solana wanted to "encourage and urge Montenegrin leaders to work on carrying out of what was set by the Agreement, regardless of momentary difficulties". Mi cemo predano raditi na implementaciji Sporazuma, istovremeno uvjereni da ce vrijeme potrvrditi da je nasa ponuda Srbiji optomalno rjesenje i za Srbiju i za Crnu Goru - dodao je Djukanovic. SKUPSTINSKI ODBOR UTVRDIO ZAKLJUCKE POVODOM BEOGRADSKOG SPORAZUMA ZAJEDNICA ILI UNIJA Podgorica - Odbor za politicki sistem Skupstine Crne Gore, nakon visednevnog zasijedanja, juce je bez predstavnika Socijalisticke narodne partije (SNP) i bez saglasnosti Narodne stranke (NS) usvojio predlog zakljucaka Sporazuma o polaznim osnovama za preuredjenje odnosa Srbije i Crne Gore, koje je predlozila vladajuca Demokratska partija socijalista (DPS). U ponudjenom predlogu zakljucaka, koji ce se danas naci pred poslanicima crnogorskog Parlamenta izmedju ostalog se navodi da Srbija i Crna Gora formiraju drzavnu zajednicu - uniju, nakon slobodno i doborovoljno donesenih odluka u Skupstini Srbije i Crne Gore. Temeljni osnov formiranja i trajanja drzavne zajednice - unije Srbije i Crne Gore, cini neotudjivo pravo na samoopredjeljenje. Ustavnu povelju, kako se navodi u tekstu, usvajaju parlamenti Crne Gore i Srbije, a taj dokument se "dostavlja Skupstini Savezne Republike Jugoslavije (SRJ) koja ga proglasava". Prihvacen je i predlog Socijaldemokratske partije (SDP) da se u zakljucima garantuje pravo gradjana Crne Gore na referendumsko izjasnjavanje u martu 2005. godine. Zakljucima je predvidjeno da drzave Crna Gora i Srbija samostalno i suvereno obavljaju sve poslove u okviru svoje nadleznosti, u skladu sa svojim ustavima. TELEFONSKI RAZGOVOR SOLANE, DJUKANOVICA I BULATOVICA SOLANA ZATRAZI NEODLOZNO SPROVODJENJE SPORAZUMA Podgorica - Visoki predstavnik Evropske unije (EU) Havijer Solana juce je od crnogorskog predsjednika Mila Djukanovica i lidera opozicione Socijalisticke narodne partije (SNP) Predraga Bulatovica, zatrazio neodlozno sprovodjenje Sporazuma Srbije i Crne Gore o preuredjenju zajednicke drzave - pisu podgoricki mediji, pozivajuci se na agencijske izvore u Breselu. Solana je u telefonskom razgovoru sa Djukanovicem i Bulatovicem ukazao na nuznost da sto prije pocne rad na izradi Ustavne povelje, naglasivsi da je to vazno za jacanje regionalne bezbjednosti i ukljucivanje Srbije i Crne Gore u EU. Imajuci u vidu predstojeca zasijedanja Skupstina u Podgorici i Beogradu, Solana je podsjetio da je u skladu sa Sporazumom od 14. marta, Ustavna komisija duzna da raspravi sva otvorena ustavna pitanja, prije nego sto nacrt povelje podnese na usvajanje tim parlamentima - saopstila je Solanin portparol Kristina Galjak. Zvanicnici u Briselu istakli su da je Solana htio "da ohrabri i podstakne crnogorske lidere da porade na sprovodjenju onog sto je utanaceno Sporazumom, bez obzira na teskoce u hodu".
