MONTENEGRO'S PARLIAMENT: ADOPTED CONCLUSIONS ON THE BELGRADE AGREEMENT Podgorica - Montenegro's Parliament adopted yesterday Conclusions about the initial points for rearranging relations between Serbia and Montenegro, proposed by the Parliamentary Committee for the Political System. The adopted conclusions imply the adoption of the Constitutional Charter in the Parliaments of Montenegro and Serbia, and then its presentation to the Federal Republic of Yugoslavia (FRY) Parliament, which accepts it and proclaims it. The conclusions state that the Constitutional Charter of Serbia and Montenegro is based on the principles of equal rights of Montenegro and Serbia, and their common unalienable right of self-determination. The Parliament has adopted the recommendation of the Committee for the Political System, by which it is obliged, after having coordinated the Constitutional Charter, to proclaim the right of the people of Montenegro for a referendum vote on restoration of Montenegro's full state and international subjectivity in March 2005. VESNA PEROVIC AND JUDITA STOURACOVA MEETING TALKS ABOUT THE BELGRADE AGREEMENT IMPLEMENTATION AND TRANSITION Podgorica - Speaker of the Parliament Vesna Perovic and Czech Ambassador to Belgrade Judita Stouracova talked yesterday about the implementation of the Belgrade Agreement and about transitional processes. The most important segments in the implementation of the Agreement are the beginning of transformation of the society and overall reform in Montenegro, in the realization of which the International Community will also take part this time - said Vesna Perovic. The experiences of the Czech Republic in the process of transition would be a good basis for reforms in Montenegrin society. That is why it would be in the interest of the development of democracy to organize meetings with the Czech legislators - Vesna Perovic said. DPS ABOUT THE PROPOSAL TO FORM A NEW GOVERNMENT: THE TEXT OF PROPOSAL WITHIN THE NEXT TWO DAYS Podgorica - The leadership of the Democratic Party of Socialists (DPS) will specify today the text of their proposal for forming the new Montenegro Government - the DPS Spokesman Igor Luksic said yesterday for the Agency "Mina". The proposal will be presented to the Liberal Alliance (LS) and the Social Democratic Party (SDP) "within the next two days". The LS leaders have announced their acceptance to form the Government, and, according to their statements, the offer should come from the mandator for the constitution of the new Government, which is supposed to be nominated by Montenegro's President Milo Djukanovic. In Montenegrin SKUPSTINA CRNE GORE: USVOJENI ZAKLJUCKI O BEOGRADSKOM SPORAZUMU Podgorica - Skupstina Crne Gore usvojila je juce Zakljucke o polaznim osnovama za preuredjenje odnosa Srbije i Crne Gore, koje je predlozio skupstinski Odbor za politicki sistem. Usvojenim zakljucima predvidja se da se ustavna povelja usvaja u parlamentima Crne Gore i Srbije, a zatim dostavlja Skupstini Savezne Republike Jugoslavije (SRJ), koja je prihvata i proglasava. U zakljucima se navodi da se ustavna povelja Srbije i Crne Gore zasniva na principima ravnopravnosti drzava Crne Gore i Srbije, a da temeljni osnov formiranja i trajanja drzavne zajednice Srbije i Crne Gore cini neotudjivo pravo na samoopredjeljenje. Skupstina je usvojila preporuke Odbora za politicki sistem, kojim se obavezuje da nakon usaglasavanja ustavne povelje donese zakljucak da se gradjanima Crne Gore ne osporava pravo na referendumsko izjasnjavanje o obnovi punog drzavnog i medjunarodnog subjektiviteta Crne Gore u martu 2005. godine. SUSRET VESNE PEROVIC I JUDITE STOURACOVE RAZGOVORI O IMPLEMENTACIJI BEOGRADSKOG SPORAZUMA I TRANZICIJI Podgorica - Implementacija Beogradskog sporazuma i tranzicioni procesi - teme su jucerasnjeg razgovora predsjednika crnogorskog parlamenta Vesne Perovic i ceskog ambasadora Judite Stouracove. Najvazniji segment u primjeni Sporazuma je pocetak transformacije drustva i sveobuhvatne reforme u Crnoj Gori, u cijem ce ostvarivanju ovog puta ucestvovati i medjunarodna zajednica - rekla je tom prilikom Perovic. Iskustva Ceske u procesu tranzicije bila bi dobra osnova za reforme u crnogorskom drustvu, zbog cega bi susreti sa ceskim parlamentarcima bili od velike koristi za razvoj demokratije - ocjena je predsjednika crnogoroskog parlamenta. DPS O PREDLOGU ZA FORMIRANJE NOVE VLADE: PONUDA U NAREDNA DVA DANA Podgorica - Predsjednistvo Demokratske partije socijalista (DPS) utvrdice tekst ponude za formiranje nove crnogorske vlade - izjavio je juce portparol DPS Igor Luksic crnogorskog agenciji MINA. Ta ponuda "u naredna dva dana" bice upucena Liberalnog savezu (LS) i Socijaldemokratskoj partiji (SDP). Celnici LS najavili su da ce prihvatiti ponudu o formiranju Vlade, a prema njihovim izjavama, ta ponuda bi trebalo da dodje od mandatara za sastav nove vlade, kojeg bi trebao da imenuje crnogorski predsjednik Milo Djukanovic. NA KONFERENCIJI AMERICKO-JUGOSLOVENSKOG POSLOVNOG SAVJETA MOGUCNOSTI INVESTICIJA U CRNOJ GORI Podgorica - U okviru Konferencije americko-jugoslovenskog poslovnog savjeta, danas ce u Beogradu biti odrzana konferencija o mogucnostima investicija i procesu privatizacije u Crnoj Gori. Toj konferenciji ce, pored predstavnika institucija Crne Gore i Srbije, prisustvovati i ambasador Sjedinjenih Americkih Drzava (SAD) u Beogradu Vilijam Montgomeri, predstavnici americke Agencije za trgovinu i razvoj, Agencije za medjunarodni razvoj SAD-a, Svjetske banke, Medjunarodne agencije za garanciju i investicije i Medjunarodne finansijske korporacije. JUNA MEDITERANSKA SKOLA EVROPSKOG PRAVA Podgorica - U Petrovcu ce pod pokroviteljstvom fondacije "Konrad Adenauer" od 26. maja do 1. juna biti odrzana Mediteranska skola evropskog prava.
