DJUKANOVIC TALKED WITH THE REPRESENTATIVES OF ECONOMIC COUNCILS OF THE
STATES FORMED ON THE TERRITORY OF EX YUGOSLAVIA RESTORATION OF ECONOMIC
RELATIONS

Podgorica - The President of the Republic of Montenegro, Milo
Djukanovic, talked yesterday with the representatives of the economic
councils of the states formed on the territory of ex Yugoslavia, who are
attending a several-day meeting in Montenegro dedicated to restoring and
strengthening of the economic relations.

A firmer regional interconnection on a new basis will also contribute to
a quicker implementation of the European standards and to a progress of
economic and political reforms in the process of harmonization with the
system of the European Union (EU) - Djukanovic said. He also underlined
the importance of strengthening of the economic cooperation on the
territory of ex Yugoslavia.

Montenegrin Premier Filip Vujanovic as well received the businessmen
from the territory of ex Yugoslavia yesterday.

MONTENEGRIN PREMIER FILIP VUJANOVIC:
THE MANNER OF ELECTING REPRESENTATIVES IN THE JOINT STATE PARLIAMENT CAN
NOT BE STATED PRECISELY WITH THE CHARTER

Podgorica - The draft constitutional charter adopted by the Presidency
of the ruling Democratic Opposition of Serbia (DOS) is in harmony with
the draft of the Governments of Montenegro and Serbia - said
Montenegro's Premier Filip Vujanovic in his interview to Television
Montenegro.

Vujanovic said that the manner of electing representatives for the joint
state parliament could not be stated precisely with the constitutional
charter, because that would represent the revision of the document. He
also said that it was beyond any dispute that the Constitutional
Commission was the organ authorized for proposing draft texts of the
constitutional charter.

Premier Vujanovic and Serbian Premier Zoran Djindjic signed yesterday a
statement that Montenegro and Serbia were ready to meet all the
conditions necessary for entering the Council of Europe. THE MONTENEGRIN

CHARTER, DRAGAN KUJOVIC, ABOUT THE NEW DOS PROPOSAL: NEW SLOWDOWN IN THE
ADOPTION OF THE CHARTER

Podgorica - The proposal of the Democratic Opposition of Serbia (DOS) is
significantly different from the draft charter coordinated by the
Governments of Montenegro and Serbia - concluded the Coordinator of the
Montenegrin delegation in the Commission for drafting the constitutional
charter of Serbia and Montenegro, Dragan Kujovic.

The proposal introduces immediate elections, which is completely
contradictory to the Belgrade Agreement and it changes the position of
the two member states, because the state union is not a union of
citizens, but a union of member states - Kujovic said.

A complete novelty with regards to the agreement we made in the
Constitutional Commission is that the DOS proposal implies the adoption
of a special charter on human and minority rights on the level of the
state union - Kujovic said. He expressed again his concern that the new
DOS proposal was yet one more slowdown in the adoption of the
constitutional charter.

That is not in the interest of neither Montenegro, nor Serbia, nor of
the future state union - concluded Kujovic.

STEVE HENKE - ECONOMIC ADVISOR TO MONTENEGRO'S PRESIDENT MILO
DJUKANOVIC:
SERBIA AND MONTENEGRO OUGHT TO SEPARATE

Podgorica - A quiet separation would benefit both to Serbia and
Montenegro - said the economic advisor to Montenegro's President
Djukanovic, Steve Henke.

Montenegro and Serbia would thus get rid of the economic ballast, such
as the debate on sovereignty, and could continue with the modernization
of their economies - said Henke to Radio Free Europe.

As for the European Union's (EU) ideas on uniting, they are overly
simplified and bureaucratic - Henke said, adding that "the political
elite in Brussels has denied freedoms on a local level".

The EU is interfering by force into the politics of Serbia and
Montenegro - Henke said. He also stated that both of the republics
should be allowed to "choose freely their political course, and to take
over the responsibility for its implementation".

Podgorica - Predsjednik Republike Crne Gore Milo Djukanovic razgovarao
je juce sa predstavnicima privrednih komora drzava nastalih na prostoru
bivse Jugoslavije, koji ovih dana borave u Crnoj Gori na skupu
posvecenom obnavljanju i jacanju privredne saradnje.

Cvrsce, regionalno povezivanje na novim osnovama doprinosice i brzoj
implementaciji evropskih standarda i dinamiziranju ekonomskih i
politickih reformi u procesu harmonizacije sa sistemom Evropske unije
EU) - rekao je Djukanovic, isticuci znacaj jacanja privredne saradnje na
prostoru bivse Jugoslavije.

Privrednike sa prostora bivse Jugoslavije juce je primio i crnogorski
premijer Filip Vujanovic.

CRNOGORSKI PREMIJER FILIP VUJANOVIC:
POVELJOM SE NE MOZE PRECIZIRATI IZBOR POSLANIKA U PARLAMENT ZAJEDNICKE
DRZAVE

Podgorica - Predlog ustavne povelje koji je usvojilo Predsjednistvo
vladajuce Demokratske opozicije Srbije (DOS) saglasan je sa predlogom
vlada Crne Gore i Srbije - izjavio je crnogorski premijer Filip
Vujanovic u intervjuu Televiziji Crne Gore.

Vujanovic je rekao da se ustavnom poveljom ne moze precizirati nacin
izbora poslanika u parlament zajednicke drzave, jer bi to znacilo
revidiranje tog dokumenta, isticuci da nije sporno da je za predlaganje
teksta ustavne povelje nadlezna Ustavna komisija.

Vujanovic je naglasio da je  juce sa srpskim premijerom Zoranom
Djindjicem potpisao izjavu da su Srbija i Crna Gora spremne da ispune
sve uslove neophodne za ulazak u Savjet Evrope (SE).

KOORDINATOR CRNOGORSKE DELEGACIJE U KOMISIJI ZA PISANJE USTAVNE POVELJE
DRAGAN KUJOVIC O NOVOM PRELDOGU DOS-a: PONOVNO USPORAVANJE USVAJANJA

Podgorica - Predlog Demokratske opozicije Srbije (DOS) je znacajno
drugaciji od teksta povelje koji su usaglasile vlade CrneGore i Srbije -
ocjena je koordinatora crnogorske delegacije u Komisiji za pisanje
ustavne povelje Srbije i Crne Gore Dragana Kujovica.

Tim predlogom uvode se neposredni izbori, sto je u potpunoj suprotnosti
sa Beogradskim sporazumom i mijenja poziciju drzava clanica, jer drzavna
zajednica nije zajednica gradjana, vec drzava clanica - pojasnio je
Kujovic.

Potpuna novina u odnosu na dogovor koji smo postigli u Ustavnoj komisiji
je i to sto je predlogom DOS-a predvidjeno da se na nivou drzavne
zajednice usvaja posebna povelja o ljudskim i manjinskim pravima -
istakao je Kujovic,  ponavljajuci bojazan da je novi predlog DOS-a jos
jedno usporavanje usvajanja ustavne povelje.

To nije interes ni Crne Gore, ni Srbije, ni buduce drzavne zajednice -
zakljucio je Kujovic.

SAVJETNIK PREDSJEDNIKA CRNE GORE ZA EKONOMSKA PITANJA STIV HENKE: SRBIJA
I CRNA GORA TREBA DA SE RAZIDJU

Podgorica - Tihi razlaz bio bi od koristi i Srbiji i Crnoj Gori -
ocijenio je savjetnik crnogorskog predsjednika za ekonomska pitanja Stiv
Henke.

Crna Gora i Srbija bi se tako otarasile politickog balasta, kakav
predstavlja debata o suverenitetu i mogle bi da nastave modernizaciju
svojih ekonomija - rekao je Henke Radiju Slobodna Evropa.

Sto se tice ideja Evropske unije (EU) o ujedinjenju, one su suvise
pojednostavljene i birokratske - kazao je Henke, ocjenjujuci da su
"politicke elite u Briselu zbrisale slobode na lokalnom nivou".

EU se nasilno uplice u politiku Srbije i Crne Gore - rekao je Henke,
naglasavajuci da i jednoj i drugoj republici treba "omoguciti da
slobodno izaberu politicki kurs i da preuzmu odgovornost za njegovo
sprovodjenje".

Podgorica - Nastavak vanredne sjednice Skupstine Crne Gore juce je
ponovo odlozen, za utorak 3. septembar.

Na dnevnom redu vanredne sjednice crnogorskog parlamenta su predlozi
zakona o medijima i Predlog zakona o amnestiji lica osumnjicenih za
krivicna djela propisana zakonima Republike Crne Gore

INCINDENT NA JUCERASNJEM SPECIJALNOM LETU "MONTENEGROERLAJNZA" DIZELDORF
- PRISTINA DRAMA NA 10 HILJADA METARA

Podgorica - Na specijalnom "Montenegrolajnzovom" letu Dezeldorf -
Pristina juce popodne desio se incindent, kada je putnik albanske
nacionalnosti Saban Jisufi pokusao pertlom da zadavi stjuardesu Irenu
Radonjic iz Podgorice.

Brzom intervencijom pripadnika crnogorskog Ministarstva unutrasnjih
poslova (MUP),  napadac je savladan, a nakon slijetanja aviona na
pristinski aerodrom, predat je italijanskim vlasima - pripadnicima
UNMIK-a.

Let "Montenegroerlajnza" Dizeldorf - Pristina je specijalni i obavlja se
dva puta mjesecno i  po ugovoru sa njemackom Vladom prevozi nepozeljne
putnike - deportivce.
