issue in the spring sets all winter inside and covered 2000 750 nighthawk

Also one more thing, I ran the bike with the petcock on off till it ran out
of gas (this mechanic guy I was working with told me to do that), and then
drained the bowls. I noticed one of the bowls didn't have anything in it or
at least nothing drained out. Is that normal or a sign of a problem?
I want to replace my battery next season. I just drained the carbs and
filled the bike up with seafoamed gas. I'm not bothering using a tender
since I'm replacing the battery anyways. It's an 85 NH 650, any suggestions
on a reliable but not crazy expensive batteries? Also is there anything
else
