The starter solenoid that hangs on a rubber mount near the battery has a
plastic cover that flips up. There is a paper thin metal/wrench shaped 30-amp
fuse.
It is item #27 in this diagram

I've never owned an 83 Nighthawk, but on the 84 Magna there was a fuse
under a little cover on the starter solenoid. If that goes, the whole bike
loses power. It is a piece of open metal, not a class or blade fuse.

I'm am not good at ready wiring diagrams, The order on the diagram is dark
green, gray, green/white.
Dark green goes to the lights, gray goes to the control, and gr/white is fused
power. My diagram doesn't show relay post markings.

Bernie is on the right track. Your headlight and brake lights have nothing
to do with your turn signal relay, so you could leave it out entirely and
not affect them.
Check the system main fuse as he has suggested. I think I have a 550 wiring
diagram in my 650 Honda book, I'll take a look tonight i
If nothing works on the bike, there is a main fuse near the battery that looks
like a small piece of foil.
