Yeah, A battery goes stale (sulfates) if it isn't used frequently. The
charging/discharging keeps it alive. If it sits for too long it can't be
effectively desulfated ever again.
New one is in order.

Since I bought it, I have not turned off the fuel:
the prior owner said he re-built the petcock
(due to leaking?), and he told me he suggested just
leaving it "on", as he thought that the constant off/on cycling
would just wear it out faster;

Oh yes, I use ethanol free in all my bikes as well and a dash of sea foam
in each 5 gallon can. Fortunately the e-free station is only about 6 or 7
miles away and I don’t ride much anyway - mostly test riding bikes, mine or
others and just keeping them running. Not sure of the results of e-free yet
