The RC 13 frame has got a straight upper tube ( below the gastank) , the
PC11 has got 2 parallel upper tubes.
Even the surrounding of the engine no. on your picture doesn't even look
like RC 13 Nighthawk.
Maybe you just send a picture of the whole engine and we'll see what it
looks like.
Looks like there are two different types of valve covers, depending on the
engine number. There's a "breather" in the parts list, only for one
version. I guess, it's a breathing flange, according to stricter emission
laws. So it should be working fine if you use your " old" cover.

i'm from Germany and i just bought a Nighthawk 650, first registration in
1988 , imported from US to Germany in 1996. Along with the bike i got a
complete carburetor set, signed VE 75 AB. It looks pretty similar to the
one that's mounted on the bike.
